The cats are cared for by volunteers and the cost of their food and vet bills are paid for out of public donations (the cat's food and vet bills, not the volunteer's). The population is self-limiting since most new cats who wander in don't integrate with the group and are driven out. Oddly enough, the cats don't seem to mind living side-by-side with raccoons, squirrels, and groundhogs who come in to eat the cat food without being bothered.
